எந்த ஒரு அரசானது மக்களால் எளிமையாக அணுகக் கூடியதாகவும் (மக்களின் அன்றைய பிரச்சனைகளை உடனுக்குடன் புரிந்து கொள்கின்றதோ / தெரிந்து கொள்ள வாய்ப்பு மற்றும் வழிகளை ஏற்படுத்தி கொடுக்கிறதோ), கடும் சொல் (அடக்குமுறை, கொடுங்கோல் ஆட்சி) இல்லாமலும் செயல் படுகிறதோ, அந்த அரசை உலகமே போற்றும்.
